Sources close to the deal tell Sky Sport Italia that Udinese are willing to pay a premium for Gallinaro, who has been out of favour since joining from Torino in 2014.
It is the latest in a string of high-profile transfers that have seen Udinese struggle in recent years.
It is believed that Udine are willing a €50m offer for Lazio midfielder Yannick Carrasco.
And despite their recent resurgence, Udinese remain bottom of Serie A.
